For most visitors, the easiest option is a local tourist SIM or eSIM bought at the Dialog or SLT-Mobitel counter at Colombo's Bandaranaike International Airport (BIA), right after customs. Dialog's tourist plans currently cost Rs. 1,399 to Rs. 2,450 (roughly US$4 to US$7) for 20GB to 50GB of data, and you only need your passport. An international travel eSIM is the alternative if you want to be online the moment you land, but compare its price per GB first.

This guide covers which network to pick, what the tourist plans include, eSIM vs physical SIM, and the few things to check on your phone before you fly. Prices were checked on the operators' own pages and official announcements in November 2026.

Which network should you choose?

Sri Lanka has three mobile networks you'll come across as a visitor:

  • Dialog calls itself Sri Lanka's number one network. It has two stores in the BIA arrivals lobby, a dedicated tourist SIM page with prices, and 136 customer experience centres around the island if you need help later. Dialog completed its takeover of Airtel Lanka in 2024, so you won't find separate Airtel tourist SIMs any more.
  • SLT-Mobitel is the mobile network of Sri Lanka Telecom. It sells tourist SIMs and eSIMs at BIA, and also at Mattala and Jaffna airports.
  • Hutch is the third network. We couldn't find an official tourist pack or airport counter for it, so this guide focuses on Dialog and Mobitel.

For a typical first trip (Colombo, the Cultural Triangle, the hill country and the south coast) either Dialog or Mobitel will do the job. If you're heading somewhere remote, like the far north, the east coast or deep into a national park, ask at the counter which network is stronger there, and download offline maps before you go.

Dialog tourist SIM and eSIM plans

These are the prices on Dialog's official tourist SIM page in November 2026. All prices include tax.

Plan priceApprox. US$DataCallsExtras
Rs. 1,399~US$420GB anytime dataRs. 174 worthNone
Rs. 1,799~US$530GBRs. 164 worthNone
Rs. 2,450~US$750GBRs. 250 worthUnlimited WhatsApp

Dialog lists these as monthly plans, which covers the length of most tourist trips. The call credit is small, so think of them as data plans; use WhatsApp or other apps for most calls home.

How to get one:

  • At the airport: Dialog says its two airport stores are right after the customs desk in the arrivals lobby. You show your passport to a staff member, who verifies it and activates the SIM or eSIM.
  • Online or via WhatsApp: the tourist page has buttons to order a SIM or eSIM online or through WhatsApp before you arrive.
  • Missed the airport store? Any Dialog service centre or authorised retailer can activate a tourist SIM or eSIM. After activation, you top up the exact value of the plan you want and it switches on.

SLT-Mobitel tourist SIM and eSIM plans

SLT-Mobitel's tourist pack has 7-day and 30-day plans. When it launched its tourist SIM and eSIM plans in September 2024, the company announced these prices (Daily Mirror, September 2024):

PlanPrice at launchWhat you get
7-day planRs. 82115GB data, unlimited local calls, 1,000 SMS to any network
30-day plan 1Rs. 1,54030GB data
30-day plan 2Rs. 5,131Unlimited data

Mobitel's website has since moved to sltmobitel.lk and we couldn't find an up-to-date official tourist price list there, so treat these figures as a guide and confirm the current price at the counter. The 7-day plan is useful for short stopovers because it includes unlimited local calls, which helps when you're ringing drivers, guesthouses and tuk-tuks.

Physical Mobitel tourist SIMs are sold on arrival at Bandaranaike (Colombo), Mattala and Jaffna international airports, and the company also offers a tourist eSIM.

eSIM or physical SIM?

You have three realistic choices:

  1. Local physical SIM (Dialog or Mobitel). Usually the best value per GB and it gives you a Sri Lankan number, which drivers, guesthouses and delivery or ride apps find easier to use. You need a phone with a free SIM slot, and it means taking out your home SIM (keep it somewhere safe).
  2. Local tourist eSIM (Dialog or Mobitel). Same local prices and local number, but nothing to swap. Your home SIM stays in the phone, so you can still receive bank texts. Your phone must support eSIM.
  3. International travel eSIM. Bought online from a global eSIM seller before you fly and installed at home, so you have data the moment the plane lands. These are data-only in most cases, with no local number, and they often cost more per GB than the local tourist plans above. Check which Sri Lankan network the eSIM uses and compare the price with Dialog's Rs. 1,399 for 20GB before you buy.

If you land at a quiet hour and don't want to depend on the counters, a small international eSIM can cover the first day, with a local tourist plan for the rest of the trip.

Check these before you fly

  • Is your phone unlocked? A phone locked to your home carrier won't accept a Sri Lankan SIM or eSIM. Ask your carrier to unlock it before you travel.
  • Does it support eSIM? Look in your phone's mobile or cellular settings for an option to add an eSIM.
  • Turn off roaming on your home SIM if you keep it active, so you don't get charged for data by accident.
  • Have your passport handy when you reach the counter.
  • Know your IMEI. Dial *#06# to see it. More on why below.

Will my foreign phone work? (IMEI rules)

Sri Lanka's telecoms regulator (TRCSL) has tightened rules on unregistered phones, and from 1 October 2026 device-clearance applications moved to an online Equipment Clearance System. This has worried some travellers, so here is what is clear and what isn't.

According to a September 2026 explainer from ReadMe.lk based on TRCSL's guidance, a foreign visitor using their own phone with a Sri Lankan SIM shouldn't assume it will be blocked just because it was bought overseas, and an "Unregistered IMEI" result does not automatically mean the phone is blocked. Individuals may bring up to five mobile devices for personal use. However, TRCSL's public guidance doesn't spell out a specific tourist exemption or temporary-use period.

In practice: if your phone works after you put in a local SIM, you're fine. If you're staying a long time, bringing several devices, or your phone won't connect, ask the operator's counter or contact TRCSL's helpdesk. You can check an IMEI's status by sending "IMEI" followed by a space and the 15-digit number by SMS to 1909.

Download offline maps before you head into the hills, where tunnels and valleys can mean patchy signal.

Making your data go further

  • Download offline maps of Sri Lanka before you leave the airport. Signal can drop in tunnels, deep valleys and national parks.
  • Use Wi-Fi where you have it. Most guesthouses and hotels offer it, so save your data for days on the road.
  • Top up rather than buying a new SIM if you run out. Both networks sell reloads at shops and service centres across the island, and Dialog's MyDialog app shows your usage.
  • Hill country trains: if you're planning the scenic rail line, note that after Cyclone Ditwah in November 2025 only the Nanu Oya to Ella to Badulla section is running, and Colombo to Kandy to Nanu Oya trains are suspended. See our Kandy to Ella train guide for the current situation.

FAQ

Are the SIM counters open when I land at night?

Many international flights land late at night or early in the morning. We couldn't confirm official opening hours for every counter, so if you land in the small hours, consider ordering a Dialog SIM or eSIM online in advance or having an international eSIM as a backup.

Which is the best SIM card in Sri Lanka for tourists?

For most visitors, Dialog or SLT-Mobitel. Dialog publishes clear tourist prices (Rs. 1,399 to Rs. 2,450 in November 2026) and has two stores in the BIA arrivals hall. Mobitel's 7-day plan, with unlimited local calls, suits short trips.

Do I need my passport to buy a SIM in Sri Lanka?

Yes. You show your passport to staff at the counter, who verify it before activating the SIM.

Can I get a Sri Lankan eSIM before I arrive?

Yes. Dialog's tourist page lets you order a SIM or eSIM online or via WhatsApp, and SLT-Mobitel also offers a tourist eSIM. An international travel eSIM is another option if you want data from the moment you land.

Is it cheaper than roaming?

Almost always. A local tourist plan with 20GB costs about US$4, which is far less than most home carriers charge for roaming. Check your own carrier's Sri Lanka roaming rates to compare.
